Reenable building hardened Tor Browser builds with the startup cache

In legacy/trac#10599 (moved) one of the central workarounds was to build Tor Browser with --disable-startupcache. We should investigate what needs to get done to fix that.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
