Disable SSL error reporting in Tor Browser ESR52

There is SSL error reporting enabled in ESR 52 with the following pref

security.ssl.errorReporting.url

pointing to

https://incoming.telemetry.mozilla.org/submit/sslreports/

We should disable it.
