Handle downloads via FTP better when external helper app dialog is shown

This is one of the remaining issues of legacy/trac#21766 (moved): We should make FTP downloads that invoke the external helper app dialog compatible with the fix deployed there.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
