Tor Browser toolbar design
If we make the changes suggested by legacy/trac#23150 (moved) and child tickets, we'll need to:
- decide how many buttons to have
- where those buttons go
- what functionalities each button would have
- what icons we should use for each button
- what to do about the noscript and onion buttons
