Adapt Torbutton to AB_CD -> AB-CD changes for our locales

Over in legacy/trac#29844 (moved) we moved our locales that followed the AB_CD convention over to those that use the AB-CD one which is Mozilla using as well.

We now need to add those locales and remove the old ones and adapt our translations import script.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
