Reenable HLS support on mobile

We needed to disable HLS support in legacy/trac#29859 (moved) due to crashes. Those were caused by the patch for legacy/trac#28125 (moved) which was preventing direct DNS request from Android. This ticket is tracking the work to reenable HLS support.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
