Importing bookmarks from Safari doesn't work

macOS 10.15.1 (19B68f)

Steps: Bookmarks -> Show All Bookmarks -> Import/Export tab -> Import Data from Another Browser -> Safari -> Continue -> Bookmarks is checked -> Continue -> Import Complete -> Done

What happened: No bookmarks imported.

Expected result: Bookmarks are imported.
