Think about providing a UI for global cookie settings
With the patch for legacy/trac#26345 (moved) we hid the global cookie settings as well while still allowing users to adjust their cookie settings on about:config as cookie permissions are controlled just by a preference, network.cookie.cookieBehavior.
We could think about bringing the cookie UI back, though.
