Review Tor Browser prefs for performance improvements

We should go over the Firefox prefs and review them for performance impact (inspired by legacy/trac#3978 (moved)). We might have some knobs that allow us to get the user some perceived performance improvements without sacrificing all the other properties Tor Browser provides.
