pdf viewer is not working in the safest security level

After disabling javascript completely, the pdf viewer is not working in the Safest security level.

This applies cleanly to our esr 68 code and is small. I think that's worth testing in the next alpha and shipping in 9.5.

The small part is not enough, though, we need changes done in

https://bugzilla.mozilla.org/show_bug.cgi?id=911444 and https://bugzilla.mozilla.org/show_bug.cgi?id=1622042

as well, which makes this endeavor considerably more complex. Given our other prios it might not be worth it, alas. :(
