Disable GeckoNetworkManager

We have a patch from legacy/trac#25741 (moved) that claims to disable the GeckoNetworkManager. GK noticed the logic is reversed.

Let's land this in an alpha and then backport it to stable after some testing. It should be mostly harmless.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
