Cannot change Background Color in Preferences

Using Tor 9.0.9 , based on Firefox 68.7.0esr, 2019 iMac running Catalina 10.15.4

In preferences, I can change the font color, but not the background color.
I have no problem changing everything in Firefox.

This is a reference to legacy/trac#34026.
