Onion-Location ".onion available" shown when on Onion-Location

In Tor Browser 9.5.1, the ".onion available" banner is shown on https://secrdrop5wyphb5x.onion/ (the current Onion Service for securedrop.org, sorry for v2), which serves up the Onion-Location header for that exact address. Is that the expected behavior? Our expectation would be that the browser detects that this is the currently loaded address, and therefore ignores the Onion-Location header pointing to the same address.
