Using Tor Browser 10.0 without using the tor network (via setting TOR_TRANSPROXY) doesn't work

I use Tor Browser on a VM behind a gateway VM that runs the tor service. All operating systems are linux-based. The browser VM is set to transparent mode via the following env variables:

TOR_TRANSPROXY=1 TOR_SKIP_LAUNCH=1

After the browser updated to version 10.0, it could no longer connect to the network. I reinstalled 10.0 and it still failed. I reinstalled 9.5 and it started working again.

I also checked running on a native ubuntu 16.4 OS with these env variables and also see the issue, so the issue is not with the use of VMs or gateway setup.
