Set `gfx.bundled-fonts.activate = 1` to preserve current bundled fonts behaviour

After https://bugzilla.mozilla.org/show_bug.cgi?id=1686274 we should set gfx.bundled-fonts.activate = 1 to keep the current bundled fonts behaviour.
