Strange behavior, ExcludeExitNodes doesn't work on 4chan?

I have these lines in my torrc

ExcludeExitNodes {au},{ca},{nz},{gb},{us},{de},{nl},{ch},{at},{fr},{se},{??}

StrictNodes 1

Watch the video and you can see I navigate to duckduckgo.com and torproject.org, my exit nodes on these sites abide by the torrc config even after switching circuits multiple times but for whatever reason the exit nodes on boards.4channel.org are all exit nodes that conflict with the torrc.

Very strange behavior unless I'm missing something obvious?
