Multiple pages as home page unreliable in 11.0a4

Since upgrading to 11.0a4, when multiple pages are set as home page, sometimes only the first one is opened.

- In preferences, set https://www.torproject.org/|https://www.torproject.org as home page
- Restart Tor browser
What is the current bug behavior?
What actually happens.
Sometimes (but not always), two tabs open and the first one opens https://www.torproject.org. The second one shows the message "Connected to the Tor network" (about:torconnect) instead of the expected home page.
Sometimes the behavior is as expected. It seems to me that the issue occurs particularly after a cold start (i.e. not a restart) of Tor Browser.

What you want to see instead
After "Quickstart" has run, Tor Browser opens two tabs, each loading https://www.torproject.org/
The behavior is as expected when clicking the "Home" Toolbar button or pressing Alt+Home.

Which installation method did you use? Distribution package (apt, pkg, homebrew), from source tarball, from Git, etc. .tar.gz from https://www.torproject.org/download/
