Switch Firefox recommendations off by default

A user on the forum has pointed out that Recommendations from Firefox appears enabled by default within about:preferences#general:

I haven't actually seen an example of a recommendation in TB11 yet, so I'm not sure if these are already deactivated at a higher level?
