"Always connect automatically" does not always connect automatically

I am using Tor Browser 11.0.3 (32 bits) on Windows 8.1. Since some time ago, whenever I start Tor Browser, it shows the "Always connect automatically" check box but does not connect. I try new identities and new circuits but it does not connect. If I close and restart Tor Browser twice or three times, it finally connects. Just when I launched Tor browser to report this, it said it had installed the latest updates so maybe it is fixed in 11.0.3. Earlier versions without the new interface usually established the connection without problems.

It seems that the startup of the TOR infrastructure takes more time than the browser can take or there is some problem in startup. The browser offers no diagnostic why it can't connect or at least it is not reflected on the interface.
