Update the shipped executable for obfs4 pluggable transport
Currently Tor Browser ships an obfs4proxy built on f638c33f6c6f697498150d5f0dfbf26453759262 which is outdated and misses a fix that could in theory make the traffic distinguishable.
Tor Browser should ship an obfs4 executable that is based on current git main or 0.0.12 tag.
