HTTPS not available is shown instead of about:torconnect

Summary

After HTTPS-only mode has been enabled, if you try to go to some website before connecting, the HTTPS unavailable error is shown instead of about:torconnect.

Steps to reproduce:

  1. Enable HTTPS-Only mode/download nightly
  2. Try to go to a site without having connected first

What is the current bug behavior?

The HTTPS-Only error page is shown, like the website did not support HTTPS.

What is the expected behavior?

Consistency with other pages, i.e., being redirect to the connection page.

Environment

Tor Browser built by me (or nightly should work as well) on Linux

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
