Add support for dnstt on TorSettings and about:preferences

Please add support for the new dnstt pluggable transport on Tor Browser (i.e., add all the relevant information on TorSettings.jsm to manage it, and on about:preferences, to make it selectable by users).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
