Content exceeding the height of the connection settings modals

Two forum users have reported content and buttons getting cut off within the connection settings modals.

@pierov has pointed out that the fonts being used by these users are larger than usual, which is exacerbating the issue, however the fact that we don't load strings until after the UI has been created is the root cause of the bug. Moving localization inside tor-browser.git as part of S131 should fix this issue, although increasing the minimum height may work as a temporary workaround too.
