"Continue to HTTP Site" button doesn't work on IP addresses

With the shiny new Tor Browser 11.5, I go to http://128.31.0.34/

It pops up the "HTTPS-Only Mode Alert\nSecure Connection Not Available" page (changing the url in my url tab to https://128.31.0.34/), and that page lets me choose to either "Continue to HTTP Site" or "Go Back".

If I click "Continue to HTTP Site", it does nothing.
