"Delete cookies" exceptions are not respected

Steps to reproduce:

  1. Go to about:preferences#privacy
  2. Choose "Remember history" so it can store cookies between sessions
  3. Make sure "Delete cookies and site data when Tor Browser is closed" is checked
  4. Click "manage exceptions".
  5. Add <gitlab.torproject.org>
  6. Log in to <gitlab.torproject.org>, check "remember me".
  7. Close the Tor Browser
  8. Open the Tor Browser, go to <gitlab.torproject.org>

What is the current bug behavior?

You're not logged in to <gitlab.torproject.org>. And the exceptions list still contains the exceptions, so it's not torbutton#11206 (closed) or #15634 (closed) or #33540 (closed)

What is the expected behavior?

Cookies for <gitlab.torproject.org> are retained so you'll be logged in.

Environment

Windows 10 .exe from torproject.org Both stable and 11.5a13

This is not the case in Firefox, but might want to check after #41072 (closed). Also if you uncheck "Delete cookies and site data when Tor Browser is closed", it does remember the cookies.
