"Delete cookies" exceptions are not respected

Steps to reproduce:
- Go to about:preferences#privacy
- Choose "Remember history" so it can store cookies between sessions
- Make sure "Delete cookies and site data when Tor Browser is closed" is checked
- Click "manage exceptions".
- Add <gitlab.torproject.org>
- Log in to <gitlab.torproject.org>, check "remember me".
- Close the Tor Browser
- Open the Tor Browser, go to <gitlab.torproject.org>
What is the current bug behavior?
You're not logged in to <gitlab.torproject.org>. And the exceptions list still contains the exceptions, so it's not torbutton#11206 (closed) or #15634 (closed) or #33540 (closed)
What is the expected behavior?
Cookies for <gitlab.torproject.org> are retained so you'll be logged in.

Windows 10
.exe from torproject.org
Both stable and 11.5a13

This is not the case in Firefox, but might want to check after #41072 (closed). Also if you uncheck "Delete cookies and site data when Tor Browser is closed", it does remember the cookies.
