Review Mozilla 1749501: "Use system proxy settings" no longer uses all defined exceptions

We need to make sure this change is interacting correctly with our proxy bypass expections. If there's any fixes required they should be gated behind MOZ_PROXY_BYPASS_PROTECTION and uplifted.
