Review Mozilla 1751366: Disable tab unloading in private windows (Firefox update coupled with tabs unloading can cause loss of tabs in private browsing)

This sent up warning flags since Tor Browser is always in private browsing mode, but there may be nothing for us to worry about here given that we use a different update process.
