One-time ultimate switch Tor Browser Android to HTTPS-Only and getting rid of any HTTPS-Everywhere remnants

Followup to #41159 (closed): after sufficient alpha testing confirms we can definitely move away from HTTPS Everywhere, forcibly turn HTTPS-Only on and remove every trace of the bundled extension as discussed in this thread.
