Allow enabling screenshots from Connect screen

Sometimes taking a screenshot of the tor logs is necessary for troubleshooting, but we block screenshots by default. After tor bootstraps, screenshots can be enabled on the Settings menu, but if tor can't bootstrap then that menu can not be reached. We should allow enabling screenshots from the Connect screen, too.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
