"Proxy Server Refused Connection" when you open a link in Tor when it hasn't been initialised.

Close Tor browser if opened
Either make Tor browser your default browser and open a link, or share a link to Tor browser

Tor Browser save the link you want to open, show the "Connect" page, let you connect and when you are connected to Tor, open that link.
