Build Fenix with Gitlab CI

It would be useful if we could build and run tests for Fenix when we make changes to the source tree. We should at least build Fenix itself and run the test suite on a Gitlab CI runner.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
