Stray security-level- fluent ids

The security-level-restore-defaults, security-level-change and security-level-button fluent ids are referenced but have no entries in a fluent file.

They may be left over from a previous attempt to use fluent. Maybe related to #40924 but we should keep the references outside of the code for now until they are properly used.
