Fix style and position of "Always Prioritize Onions" wingpanel

It looks like we missed this one during the proton-ification of Tor Browser 11.0:

always-prioritize-onions

It's not disastrous, but we should fix the body font weight for readability and the alignment of the whole wingpanel with the .onion available pill so it's clearer what it's referring to.
