Bootstrap failure is logged but not raised up to about:torconnect

I've tried to bootstrap while offline, and while TorMonitorService logs an error, it doesn't arrive up to about:torconnect.

We should investigate if it's !348 (merged)'s fault, or if it was already there, but fix it in any case.
