Should we display warnings while bootstrapping?

We have a way of knowing when Tor sends some warning or error, but we don't use it at the moment.

In Figma (not sure it's the latest version), we had a "Negotiating with a Tor Relay" string, which could be filled with the warning/error string (which wouldn't be localized at the moment, though 🙁 ).

Should we start broadcasting this information and displaying to the user?
