Update network.http.htp2.* settings as appropriate in 001-tor-browser.js for better user experience.

Following the fix for #27128 (closed) we should spend some effort to fully understand and test how each of the http2 knobs work and interact with network conditions with higher-latency and slower speeds then perhaps expected by Mozilla engineers.
