Steps to reproduce:

Opening Library (Downloads / History) window.

Opening Get Info window.

What is the current bug behavior?

Upon opening Library window:

Upon opening Get Info window:

XML Parsing Error: undefined entity Location: chrome://browser/content/pageinfo/pageInfo.xhtml Line Number 395, Column 17: <menuitem id="menu_newCircuit" ----------------^

What is the expected behavior?

Correct Library (Downloads / History) window.

Correct Get Info window.
