Opening and closing HTTPS-Only settings make the identity panel shrink

1. Go to some website that is upgraded to HTTPS by HTTPS Only
2. Open the identity popup
3. Open the HTTPS-Only toggle, without changing value (e.g., click on the empty space next to it)
4. See the panel shrinking, and hiding the new circuit button
