Should we remove previously installed langpacks?

We have switched to packaged locales in 12.0a5.

So, we should check whether updated builds will still have langpacks, and in case delete them.

If they were detected correctly as bundled addons, they might be deleted automatically, otherwise we will have to add some code to do so.
