Redirect `about:tor` to torconnect after restoring previous session

Steps to reproduce:

1. In settings, check "Startup" -> "Restore previous session".
2. in settings, "New Windows and Tabs" -> "New tabs": "About Tor"
3. Open a new tab.
4. Close the browser.
5. Open the browser

What is the current bug behavior?

The tab opened at step 2 shows "Something went wrong" (source code).

What is the expected behavior?

Idk, maybe show "Connect to Tor" instead.
