Disable the updater for Base Browser

We don't use it, so we haven't customized the update URL. As a result, Base Browser is calling Mozilla (I'm not sure about the results when the ESR is actually updated, it currently says that Nightly is updated in the about dialog).

We do generate the mars for nightlies, but we don't sign them nor generate update responses, so we should disable them also there.
