Move the disabling of Firefox Home (Activity Stream) to base-browser

We currently replace Firefox Home (Activity Stream) with "about:tor". But we also want to disable this page in base-browser (without "about:tor").

This would help with https://gitlab.torproject.org/tpo/applications/privacy-browser/-/issues/39
