Remove old fontconfig stuff at the next watershed update

We've added a couple of changes to the updater patch and to tor-browser-build to migrate from the old fontconfig path to the new one.

We should remove them at the next watershed update.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
