Drag and Drop protection prevents dragging downloads

Before the recent changes to the drag and drop handler (#41353 (closed)) you could drag downloaded files from the download panel or about:downloads to be opened inside or outside the browser.

Can you give some steps to reproduce and some details about the issue and what behaviour is expected? The title along is ambiguous.

If dragging the files doesn't expose their remote URL, it was unintentional and worth fixing.

I'll set you as the reviewer. I think in this case relates to this block of code which sets a file URI.
