Drag and Drop protection prevents dragging downloads

Before the recent changes to the drag and drop handler (#41353 (closed)) you could drag downloaded files from the download panel or about:downloads to be opened inside or outside the browser.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
