Tor connection status in titlebar shows transition animation for new windows

Steps to reproduce:

1. Open tor browser.
2. Connect to tor.
3. Optionally, wait for the "Connected" status in the title bar to disappear.
4. Open a new window.

@donuts noticed that we are unintentionally showing the "Connected" state for the new window, and this is also animated as if transitioning immediately from the not connected state to the "Connected" state.

We want to show the "Connected" state for new windows for the time being since it may be a good reminder that each window is also connected to tor. But we do not want to show the transition animation.
