Disable the Tor restart prompt if shouldStartAndOwnTor is false

The "Tor exited during startup" message is shown when extensions.torlauncher.start_tor is disabled and the control port is inaccessible.

This also means that we're not going to show anything to the user and they'll just get the proxy errors...

Maybe this was a good case for the red screen of death.
