Add support for specifying the branch in `tb-dev rebase-on-default`

tb-dev rebase-on-default is useful when you want to rebase on a new upstream branch. Currently, it only rebases the currently checked-out branch. It would be useful if it could also work on any specified branch.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
