The automatic update of Tor Browser should keep resume from downloaded data after failed in extreme poor(due censored) network connection.

My Tor Browser just keeping update failed due my censor intentional make a very poor, unstable and slow connection.
I want Tor Browser resume from downloaded data rather than retry download from 0 bytes, otherwise my Tor Browser almost never update success.
