"Default search engines" preference is missing search engines on Android

Steps to reproduce:
How one can reproduce the issue - this is very important.
- Go to ⁝ (kebob menu) -> Settings -> Search -> Default Search
- Notice that there is only "DuckDuckGo" and "Google"
- go back to the home screen
- tap the search icon to the left of the search (i.e. DuckDuckGo icon)
- notice that there are many more search engine options
