Improve the network monitor patch for http onion resources

The current patch (!646 (merged)) adds a Security tab for http onion resources which crashes the Network panel when clicked. The security status could also take dom.securecontext.allowlist_onions into account.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
